BACKGROUND
The Adolescent Health Consultant is based in NYHQ within the Maternal Newborn Adolescent Health Unit. The Adolescent Health Consultant will report to the Health Specialist (Adolescent Health, Mental Health, School Health, Level 4) for guidance and general supervision. The Adolescent Health Consultant is responsible for coordinating and supporting implementation, monitoring, and reporting on the Global AstraZeneca YHP- UNICEF Partnership. The consultant provides coordination and support throughout the programming processes to facilitate the administration and achievement of results according to the partnership agreement and amplify the work in 7 UNICEF program countries to inform adolescent NCD prevention programming in other regions and countries.
Terms of Reference / Deliverables
The consultant will work under the supervision of the Health Specialist (Adolescent Health, Mental Health, School Health) at UNICEF HQ will support on:
Program planning, coordination, monitoring, and reporting
• Coordination of annual workplans for HQ sections, ROs, and COs receiving funding through the AZ YHP partnership.
• Collaborate cross sectoral and cross- divisionally to coordinate partnership program goals, objectives, strategies, and implementation plans
• Bi-weekly calls with UK NatCom and PFP teams to ensure the achievement of global adolescent health partnership goals.
• Provide operational support throughout all stages of programming processes to ensure progress at regional and country level towards achievement of results as planned and allocated.
• Support monitoring and evaluation activities and program reviews to assess progress and determine required action/interventions to achieve results.

• Prepare program reports to identify gaps, strengths and/or weaknesses, identify lessons learned and use knowledge gained for development planning and timely intervention to achieve goals.
• Actively monitor partnership program activities through communication and exchange of information with HQ cross-sectoral teams, RO and CO, youth leaders, and partners to assess progress, identify bottlenecks, potential problems for timely resolution.
• Prepare regular and mandated reports for management, donors and partners to keep them informed of partnership progress.
Technical Support to Partnership Focus Countries
• Support program development and implementation in AZ YHP programming countries
• Dedicated support to new countries being introduced to the partnership (PNG and Myanmar) and countries with staffing transitions (Angola)
Partnership building with youth-led organizations and young leaders
• Build and maintain working partnerships with youth led organizations and young leaders around adolescent health and NCD prevention
• Lead monthly meetings with AZ UNICEF young leaders
• Coordinate and support AZ UNICEF young leader engagement and activities
• Active networking, communication, capacity building, strengthen engagement of adolescent health youth network
Communications and knowledge management
• Keep abreast of latest evidence for implementation of best and cutting-edge practices in adolescent health as it relates to partnerships activities
• Assess, institutionalize, and share best practices and knowledge learned to regional and country offices.
• Prepare communication and information materials for HQ programme advocacy to promote awareness, establish partnerships/alliances, and support additional fund raising for adolescent health programming.
• Effectively document and communicate the work of the adolescent health team through internal channels such as the Adolescent Health communication site.
Deliverables
• In collaboration with relevant teams, compile annual workplans and budgets for HQ collaborating sections (ADAP, Nutrition, WASH) and divisions (DoC, DAPM), LACRO, ESARO, EAPRO, Belize, Jamaica, Brazil, Indonesia, PNG, Myanmar, South Africa, Angola.
• Quarterly progress summaries on partnership activities across HQ sections, divisions, ROs and COs
• Situation analysis and stakeholder mapping for NCD prevention in PNG, Myanmar, Angola
• Monthly young leader meetings and coordination
• Physical activity and mental well-being learning modules
• Packaging and dissemination of NCD learning modules (5 modules)
• Share point site updated with all partnership materials and tools
• Cross-regional webinar for knowledge exchange
• Policy brief on digital marketing among teens and NCD risks
• Youth consultation to inform design and development of Voices of Youth website “health hub”
• Annual AZ YHP UNICEF Partnership Report
Qualifications
• An advanced university degree in one of the following fields is required: public health, pediatric health, global/international health, health research, management and policy, or another relevant technical field.
• A minimum of three years professional experience in 3 or more of the following areas is required: public health, program coordination, adolescent health, mental health promotion, NCD prevention.
• Experience working with adolescents and youth from LMICs.
• Relevant experience in a UN system agency or organization.
• Fluency in English is required.
• Knowledge of another official UN language or local language of the duty station is considered as an asset
Requirements:
• Completed profile in UNICEFs e-Recruitment system and provide Personal History Form (P11) Upload copy of academic credentials
• Financial proposal that will include:
• your daily/monthly rate (in US$) to undertake the terms of reference.
• travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
• Any other estimated costs: visa, health insurance, and living costs as applicable.
• Indicate your availability
• Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
• At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
• Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.
U.S. Visa information:
With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
